AGRICULTURE: The International Fund for Agricultural Development (IFAD) officially launched its three-year replenishment consultation round on Wednesday, February 11, 2026

This marks the start of the Fourteenth Replenishment (IFAD14) process, a critical cycle to secure funding for rural development, poverty reduction, and food security initiatives from 2028 to 2030.

What Is IFAD’s Replenishment Process?

IFAD, a specialized UN agency dedicated to transforming agriculture and rural economies in developing countries, replenishes its resources every three years through consultations with Member States. This inclusive process involves governments from all categories (developed, emerging, and developing) reviewing performance, setting strategic priorities, and committing fresh contributions.

These funds are multiplied on the ground—often turning $1 into about $6 in impact through loans, grants, and investments in small-scale farmers, youth entrepreneurs, and resilient food systems.

The replenishment consultations typically span a year with multiple sessions, building on past successes like IFAD13 (adopted in 2024 for 2025-2027), which focused on building resilience for a food-secure future.

Why This Launch Matters NowThe launch coincides with IFAD’s 49th Governing Council (February 10-11, 2026) in Rome, themed “From Farm to Market: Investing with Young Entrepreneurs.” Amid rising global challenges geopolitical tensions, climate change, hunger, and rural-urban divides IFAD aims to build on its record-breaking momentum.

Previous cycles have delivered strong results:

  • Enabling millions to boost incomes and market access by over 30%.
  • Investing billions in projects creating rural jobs and resilience.

President Alvaro Lario emphasized the role of young rural entrepreneurs in driving innovation, productivity, and stability.

The Fund sees potential for increased support from regions like the Middle East to match or exceed prior highs.

Looking Ahead: Goals for IFAD14This new round will define priorities for 2028-2030, likely emphasizing:

  • Private sector engagement and market access.
  • Climate adaptation and resilience.
  • Support for fragile contexts, youth, women, and inclusive growth.

With IFAD approaching its 50th anniversary, the replenishment is a call to action for Member States and partners to invest in rural prosperity as a foundation for global food security and sustainable development.
